IRS Announces the 2015 Medical Mileage Rate Effective January 1

The IRS has changed the allowable standard mileage rate when using a car or motorcycle to obtain medical care. Effective January 1, 2015, if you submit a claim for travel to and/or from health care providers, hospitals, pharmacies and other places that you receive eligible medical care, you will be reimbursed 23 cents per mile.

We will be closed on New Year's Day, Thursday, January 1st. The call center hours for New Year's Eve and Friday, January 2nd will be as follows:

  • Wednesday, December 31st: 9:00am - 5:00pm, Eastern Time.
  • Friday, January 2nd: 9:00am - 5:00pm, Eastern Time.

FSAFEDS Enrollment Extended through Wednesday, December 10th

Due to technical issues, the FSAFEDS enrollment window will be extended through Wednesday, December 10th to ensure all those wanting to enroll are able to for the 2015 Benefit Period.

You may enroll online or by calling an FSAFEDS Benefits Counselor at 1-877-FSAFEDS (372-3337). The call center hours will be as follows:

  • Monday, December 8th: 9:00am - 11:59pm, Eastern Time.
  • Tuesday, December 9th: 9:00am - 9:00pm, Eastern Time.
  • Wednesday, December 10th: 9:00am - 9:00pm, Eastern Time.

Certain Temporary and Seasonal/Intermittent Employees are Eligible to Participate in FSAFEDS

Effective November 17, 2014, a final regulation from the Office of Personnel Management (OPM) allows certain full-time temporary, seasonal, and intermittent Federal employees to enroll in the Federal Employees Health Benefits (FEHB) Program. For more information, please see http://www.opm.gov/retirement-services/publications-forms/benefits-administration-letters/2014/14-210.pdf .

As a result, temporary employees and employees on seasonal or intermittent schedules who are eligible for FEHB and employed by an FSAFEDS-participating agency are now eligible to enroll in a health care flexible spending account through FSAFEDS.

To enroll in FSAFEDS for 2015, employees should go to www.FSAFEDS.com and click on "Enroll Here" during the current Federal Benefits Open Season which ends December 8, 2014.

FSAFEDS Increases Health Care Maximum to $2,550 for 2015

On October 30th, the IRS announced the maximum allowed contribution to health care FSAs will be increased to $2,550 from $2,500 effective for the 2015 Benefit Period. FSAFEDS will be adopting this higher maximum. This means you can elect up to $2,550 for a health care or limited expense health care FSA during Open Season which begins Monday, November 10th.

This increase was implemented according to the Affordable Care Act which allows the election maximum to be adjusted annually for inflation in increments of $50.

FSAFEDS is excited to announce two new changes for the 2015 Benefit Period!

First, the minimum election for all accounts has been lowered to from $250 to $100. If you like the savings you get with FSAFEDS, please let your friends and colleagues know about the lower minimum election and how itís easier than ever to try out an FSA.

Second, carryover has been adopted for health care and limited expense health care FSAs effective with the 2015 Benefit Period. If you are enrolled in one of these FSAs next year, you will be able to bring up to $500 of unspent funds from 2015 into 2016. You can use these funds to reimburse your eligible expenses incurred in 2016. You must re-enroll for the 2016 Benefit Period to be eligible for carryover.

IMPORTANT! Carryover will mean significant changes to how your general purpose and limited expense health care FSAs are administered, including the eligibility period for claims. For example, beginning in 2015, there will no longer be a grace period for incurring health care expenses. This means all eligible expenses must be incurred between January 1st (or your effective date in the plan) and December 31st, 2015. The deadline for submitting claims remains the same at April 30th of the following year. Please refer to the Carryover section of the FAQs to learn more.

This change is not effective until the 2015 Benefit Period. This means there is no change to the 2014 Benefit Period. You will still have access to the grace period for both your 2014 health and dependent care accounts, allowing you to continue incurring eligible expenses through March 15, 2015.

The carryover change has no effect on dependent care FSAs, which will continue to have a grace period through March 15 each year. By law, dependent care FSAs cannot use carryover.

Reminder: Eligible Expenses You Might Not Know About

FSAFEDS Reimbursement Statements Now Display Account Summary Information

Your FSAFEDS reimbursement statements have a new and improved look. They now include account summary information at the top, so you have quick access to your annual election amount, total allotments received, total claims submitted, total claims paid, total pending claims, and your remaining balance on your current active account(s).

Your recent claim activity and payment summary are located just below the new account summary section.

NEW: Some Items Such As Massage Therapy Are Now Eligible

The following items/services are now eligible for reimbursement from your HCFSA without a Letter of Medical Necessity (LMN):

  • Lactation Consultants
  • Massage Therapy
  • Sunscreen with SPF 15 or higher (previously it was SPF 30 or higher)

IMPORTANT: FSAFEDS Email Address Will Change

During 2012, SHPS, the third party administrator of FSAFEDS, changed its name to ADP Benefit Services KY, Inc. You may notice references to ADP Benefit Services KY, Inc. on www.FSAFEDS.com, as well as in program materials and communications.

Beginning Thursday, August 29th our email address will change to FSAFEDS@adp.com. Please use this email address to contact us going forward. This will ensure that your message is addressed promptly.

FSAFEDS and the Supreme Court Decision on DOMA

On June 26, 2013, the Supreme Court ruled that Section 3 of DOMA is unconstitutional. As a result of this decision, the United States Office of Personnel Management is now able to extend benefits to all legally married same-sex spouses of Federal employees and annuitants, regardless of their State of residency.

Effective immediately, an employee who is enrolled in FSAFEDS may request reimbursement for eligible health care expenses incurred by a legally married same-sex spouse or related child. In addition, childcare for a child of an enrollee's same-sex spouse is eligible under a Dependent Care FSA.

Employees in existing same-sex marriages will have 60 days following the date of the decision (i.e., until August 26, 2013 to enroll in FSAFEDS or increase their existing FSAFEDS election amount. New enrollments and election changes for 2013 will not be accepted after September 30, 2013. After September 30, 2013, employees will only be able to change their election for 2014 through Open Season enrollment.

Important Information Regarding Upcoming Claims Deadlines and Claims Processing

Don't forget, you have until April 30, 2013 to submit claims for the 2012 Benefit Period, and those expenses must be incurred by March 15, 2013.

It should take no longer than 5 to 7 business days from the time you submit your claim until you receive reimbursement by direct deposit. If you participate in Paperless Reimbursement, it may take up to 10 to 12 business days from the time your FEHB plan submits your claim until your funds are deposited into your account via EFT.

If you submit claims via Online Claim Submission, you will NOT receive a claim receipt confirmation. You can view your pending online claims by logging into My Account Summary and going to My Claims, click on Advanced Search and select the "Pending Claims" filter.

How Does Sequestration Affect Your FSAFEDS Account?

FSAFEDS must abide by IRS guidance, which does not allow a furlough, in and of itself, to be considered as a Qualifying Life Event (QLE) to change the annual election amount of an FSA. OPM does not have the authority to issue guidance that is inconsistent with or supersedes the regulations of another agency (in this case the IRS).

For the impending sequester, there is no QLE that is applicable for changing a health care election. A participant could presumably experience a change in cost/need of coverage for dependent care due to a change in daycare costs/needs. As a result, that is the only applicable QLE that could be attributed to sequester.

IRS Announces the 2013 Medical Mileage Rate Effective January 1

The IRS has changed the allowable standard mileage rate when using a car or motorcycle to obtain medical care. Effective January 1, 2013, if you submit a claim for travel to and/or from health care providers, hospitals, pharmacies and other places that you receive eligible medical care, you will be reimbursed 24 cents per mile.

FSAFEDS Announces New Online Claim Submission!

FSAFEDS is excited to announce the implementation of our new Online Claim Submission feature. Now you may submit your claims for reimbursement from your FSA on the web when you have scanned images of your supporting documentation.

You can access the new "Online Claim Submission" section when you log into your "My Account Summary" and click on "My Claims". Step-by-step instructions make submitting your online claims as easy as 1-2-3!

Here are just a few highlights of the new "Online Claims Center":

  • You simply enter your service type, dates of service, requested amount and provider information.
  • Follow the easy steps to upload your images of receipts, prescriptions and other supporting documentation.
  • Print your claim(s) when you are finished.

Sounds simple and convenient, right? We hope you are as excited about this new feature as we are!

Don't worry - if you don't have image files of your supporting documentation the standard claim forms will still be available under Forms on www.FSAFEDS.com. Please note: If you submit your claim via the website, please do not mail or fax the same claim to FSAFEDS.

Tell a Newly Hired Co-worker About FSAFEDS!

Today, many agencies are placing a renewed emphasis on mentoring relationships between employees. These relationships serve as an opportunity for newly hired employees to "learn the ropes" about Federal employment from seasoned veterans at their new agencies.

There is a wealth of information you receive as a new Federal employee and the amount can seem overwhelming. Guidance from an experienced employee can be critical to getting a new hire started in the right direction, including how to make informed decisions about employee benefits.

As an FSAFEDS participant, you are experiencing tax savings benefits that come with a flexible spending account. FSAFEDS Announces Changes Regarding Health Care Receipts

In the past, some participants have submitted receipts for expenses, such as office visits or co-pays that only reflected the amount paid. Have you been sending receipts without the type of service and/or provider information included? If so, we wanted to let you know we can no longer accept receipts that do not show both the type of service and name and address of the provider to reimburse your Health Care claim.

If your receipts clearly indicate the date(s) of service, type of service and name and address of your provider, that's great! Keep submitting those with your claims!

If you participate in Paperless Reimbursement, this only applies to you if you submit a manual claim.

Here are a few tips on how to submit a Health Care claim to ensure a prompt reimbursement.

  • You must file a claim form with FSAFEDS to be reimbursed for an eligible expense. The Health Care Claim Form is available on the FSAFEDS web site at www.FSAFEDS.com.
  • With your completed claim form, you must include supporting documentation for your health care expenses with your claim.
  • The bill or signed receipt must include the date(s) of service, type of service, name and address of the provider and amount paid.
