All over-the-counter (OTC) medicines or drugs (excluding insulin) require a doctor's prescription to be eligible expenses. See the OTC Quick Reference Guide (PDF) for more information.
OTC products that are not medicines or drugs (such as sunscreen, bandages or contact lens solution), and are purchased to alleviate or treat a medical condition are eligible items for reimbursement through a HCFSA without a prescription. Vitamins and other dietary supplements that are merely beneficial to the general health of an individual remain ineligible for reimbursement.
